MCCI (Mobile Communication Company of Iran)¶
MCCI (Mobile Communication Company of Iran, Hamrah-e Avval / همراه اول) is one of Iran's largest mobile network operators — historically the country's first cellular carrier — and one of the four named carriers (TCI, IranCell, RighTel, MCCI) whose traffic Cloudflare Radar tracks via per-ASN breakdown during Iran's nationwide Internet shutdowns and restorations.
MCCI was one of the four operators showing simultaneous traffic increases on May 26, 2026 — the first day of the partial restoration of Iran's February 28 2026 nationwide shutdown, 87 days into the disruption. The simultaneity across MCCI + TCI + IranCell + RighTel is the standard signal of state- coordinated rather than per-carrier policy change.
As Iran's largest cellular operator, MCCI is the most operationally significant carrier for any white-SIM-based filtering architecture: cohort-level allowlists deployed at MCCI's subscriber-identity layer affect a plurality of Iranian mobile users.
