IranCell (MTN-Irancell)¶
IranCell (MTN-Irancell, ایرانسل) is one of Iran's largest mobile network operators and one of the four named carriers (TCI, IranCell, RighTel, MCCI) whose traffic Cloudflare Radar tracks via per-ASN breakdown during Iran's nationwide Internet shutdowns and restorations.
IranCell showed traffic increases simultaneously with TCI, RighTel, and MCCI on May 26, 2026 — the first day of the partial restoration of Iran's February 28 2026 nationwide shutdown, 87 days into the disruption. The simultaneity across all four operators confirmed the recovery as a state-coordinated event rather than a single-carrier operational change.
As a mobile network operator, IranCell is also the type of carrier that issues the "white SIM cards" described in Iran's whitelist Internet access mechanism. Whether the partial-restoration phase involved widening of the white-SIM allowlist on IranCell's network or simply loosening of the DPI filter rules is not externally characterised.

Cloudflare Radar measures IranCell traffic at the ASN granularity. The per-AS view is accessible through Cloudflare Radar's network search or via the per-country network breakdown (radar.cloudflare.com/ir).
