Netflix Transmission Operations Center (TOC)

The Transmission Operations Center (TOC) is Netflix's fleet-mode physical layout for BOC operations. It replaces the earlier co-pilot broadcast control room model with a three-role specialised layout designed to run "up to 10 concurrent events a day for massive global tournaments" without scaling broadcast-operator headcount linearly.

Netflix describes the shift from isolated-room broadcast control rooms to TOCs as: "Rather than treating every live broadcast as an isolated launch in its own room, the TOC treats live events like a fleet."

Three-role layout

The TOC divides live-broadcast labor across three specialised roles with asymmetric operator-to-event ratios:

Transmission Control Operator (TCO) — 1:5

Manages inbound signals arriving from event venues:

  • Fiber optic contribution feeds
  • SRT / other IP video contribution
  • Satellite feeds

Enforces "strict quality, latency, and operational thresholds" on each inbound. Thanks to centralised dashboarding, a single TCO manages up to 5 concurrent events.

Streaming Control Operator (SCO) — 1:5

Manages outbound feeds:

  • The primary stream into Netflix's live streaming pipeline (ultimately to MediaLive)
  • Syndication feeds to third parties for commercial distribution

Like TCOs, a single SCO manages up to 5 concurrent events.

Broadcast Control Operator (BCO) — strict 1:1

Handles the qualitative / creative part of the broadcast:

  • Seamless switching between backup inbound feeds on failure
  • Maintaining A/V sync
  • Rigorous quality control (QC)
  • Monitoring critical metadata — closed captions + SCTE digital-ad-insertion messages — at handoff

Strictly 1:1 — one BCO per event, regardless of concurrency. This is the asymmetry in the TOC: transmission work (inbound / outbound mechanics) is dashboardable and scales software-sublinearly with concurrency; qualitative signal work requires human attention per stream.

Why the asymmetry

TCO + SCO work is pass/fail monitoring of mechanical signal properties (quality thresholds, latency budgets, operational limits) — a dashboard can surface all 5 events to one operator, who intervenes only when a signal deviates.

BCO work is live viewer-facing qualitative judgement — A/V sync, quality drift, caption accuracy, switching decisions on backup failover. There's no dashboard that can compress 5 concurrent streams into one operator's attention without viewer- observable quality loss. Hence 1:1.

Relationship to BOC

The TOC is the fleet-mode layout of the BOC, not a separate facility. The post's photograph of "The Transmission Operations Center in Los Angeles" is a Los Angeles BOC running in TOC layout.

When Netflix runs a flagship event in Big Bet mode (patterns/big-bet-dedicated-facility), the TOC multi-event layout is overridden — an entire BOC is dedicated to one event with dedicated facility engineers, restoring the 1:1 ratio on all roles but for the opposite reason to BCO's 1:1 (Big Bet aims for maximum reliability per event, not per-event qualitative attention).

Scale

Netflix references the WBC 2026 tournament ("47 matches over two weeks, with peak concurrent viewership exceeding 17.9 million for a single game") as a canonical TOC workload — 24/7 operations from permanent facilities in Los Gatos and Los Angeles with international coverage extending to Tokyo.

March 2026: Netflix launched approximately 70 live events — three fewer than Netflix streamed in all of 2024.
