Cloudflare for Government

What it is

Cloudflare for Government is Cloudflare's public-sector offering for U.S. federal agencies and contractors. As of 2026-08-10 it holds FedRAMP Class D (High) certified status (sponsored by NIST), up from the FedRAMP Moderate authorization it had held since 2022, and Cloudflare states it is the foundation for a planned DoD Impact Level 4 (IL4) authorization (controlled unclassified data). Architectural distinction

Unlike the industry-standard "technology island" model — a separate, isolated, often pared-down government platform that lags the commercial product — Cloudflare for Government runs on the same global network and same software stack as commercial Cloudflare. Compliance boundaries are enforced in software via software-defined regionality, the shared-stack-over-isolated-gov-cloud pattern. The enforcement mechanism is the Data Localization Suite: for FedRAMP High services, Cloudflare ensures all traffic inspection and processing occurs exclusively within U.S. data centers. Because the stack is unified, agencies within the U.S. get "the exact same" features as commercial enterprise customers — Zero Trust tooling, application performance, and new developer features — "when they are released." Compliance levels

  • FedRAMP Class C (Moderate) — systems where compromise has a serious adverse effect.
  • FedRAMP Class D (High) — the nation's most sensitive unclassified data (law enforcement, emergency services, financial systems, national security); compromise "could be catastrophic." Cloudflare frames Moderate→High as a step-change in control complexity and breach impact, not incremental. • DoD IL4 — DoD cybersecurity standard for controlled, unclassified data; a stated future pursuit built on the same systems as FedRAMP High.

Contrast

AWS GovCloud (US) is the canonical partitioned/isolated public-sector cloud (separate aws-us-gov partition, separate control plane). It represents the "technology island" model Cloudflare positions its shared-stack approach against — see shared-stack-over-isolated-gov-cloud for the trade-offs.

Caveats

  • Source is a certification announcement; no data-center counts, control-mapping detail, or audited enforcement internals are disclosed beyond naming DLS.
  • DoD IL4 is a future pursuit, not achieved.
